The Contracts Manager will be responsible for the oversight and administration of a variety of contracts to include Firm-Fixed Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Time and Materials (T&M), Indefinite Delivery - Indefinite Quantity (IDIQ), and will negotiate Non-Disclosure Agreements and Teaming Agreements. The contracts manager leads and manages the activities of all contracts, subcontracts, and purchase orders in accordance with Federal Acquisition Regulations (FAR), Uniform Commercial Code (UCC), Truth in Negotiations Act (TINA), Cost Accounting Standards (CAS), etc. They also participate in proposal review, preparation and pricing; performs contract review and acceptance; and assists in solving challenges related to risk, profit, special contractual provisions, customer expectations, etc


  • Review, interpret, recommend, and negotiate contractual terms and conditions in accordance with company policy, legal requirements, and customer specifications/subcontracts with customer contracting personnel.
  • Solicit, evaluate, and negotiate subcontractor proposals when ATS is the prime.
  • Support proposal activities including generation of contract and administrative volumes/data and pricing.
  • The CM advises management of contractual rights and obligations and ensures compliance under the guidance of Federal Acquisition Regulations (FARs) and (Defense Federal Acquisition Regulations) DFARS.
  • Coordinate, develop, produce and review acceptability for contract/subcontract documentation such as contracts, subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analysis, special contract provisions, statement of work, proposals, certifications, and correspondence.
  • Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, as well as provide support for discussions and negotiations.
  • Conduct contract file reviews in support of government audits.
  • Ensure compliance with governmental law and divisional policies on contracts.
  • Ensure subcontract requirements are met, assist in cost management, and coordinate issue resolution with customers.
  • Ensure the management of contract file(s); prepare and control all modifications and correspondence.
  • Work with legal counsel to advise management on contractual rights and obligations.
  • Serve as audit coordinator for DCMA/DCAA audits. Respond to audit inquiries regarding contract obligation and follow-up with auditors until issues are resolved.
  • Monitor small business goals on assigned subcontracts, coordinate with team members, maintain records, and participate in small business activities/fairs.
  • Close out subcontracts.



  • Bachelor’s Degree in Business Administration, Finance, or other related field.
  • 5+ years of progressive experience in Contracting and/or purchasing fields including application and interpretation of Federal Acquisition Regulations (FAR); and the development, negotiation, and administration of high dollar, multi-year, complex contracts and subcontracts.
  • 2+ years of direct management experience
  • Formal training in contracts management or certification in the contracting/purchasing field is preferred. 
  • MBA in a related field.
  • Demonstrated experience managing projects on multiple contract types; including FFP, cost-based, grants, and others.
  • Must be a self-starter who exhibits leadership and business acumen skill.
  • Ability to work independently in a high-volume contracting environment.
  • Excellent written/verbal communication and negotiation skills.
  • Proficiency in Microsoft Office tool suite.
  • Extremely organized and detail oriented
  • Ability to multi-task and prioritize tasks.
  • Demonstrated leadership abilities.
  • High level of patience and service.
  • Problem-solving abilities.
  • Ability to travel, as needed.
  • Must have a clearance, or the ability to pass and maintain a Security Clearance.
